From Maputo to Nacala: TAPiO and GEN Explore Investment and Economic Cooperation in Mozambique

Senior-level meetings with government ministers, investment institutions, port operators and business leaders mark an important step in TAPiO’s expanding international economic development activities.

TAPiO Management Advisory has concluded an extensive discovery mission to Mozambique, undertaken at the invitation of its local strategic partner, GEN (Grupo Empresarial do Norte, S.A.).

The delegation, comprising Bernhard Schütte, Chairman; Thomas Bernthaler, Managing Director; and Tan Heng Siang, Chief Operating Officer, travelled to Maputo and Nacala for a series of high-level meetings, institutional engagements and operational site visits.

Building on the cooperation framework established between TAPiO and GEN, the mission aimed to develop a clearer understanding of Mozambique's economic priorities, investment environment, infrastructure capabilities and opportunities for practical cooperation with Malaysia and international partners.

GEN, a Mozambican-owned business consortium bringing together established enterprises from Cabo Delgado, Nampula and Niassa, played a central role in coordinating the programme and facilitating engagement with government institutions, business leaders and regional stakeholders.

Engagement with Government and Economic Institutions

The delegation was honoured to meet H.E. Maria Manuela dos Santos Lucas, Minister of Foreign Affairs and Cooperation, for a constructive discussion on Mozambique–Malaysia relations and opportunities to strengthen bilateral economic engagement.

Further ministerial-level discussions included H.E. Roberto Mito Albino, Minister of Agriculture, Environment and Fisheries, and H.E. Custódia Paúnde, Secretary of State for Industry at the Ministry of Economy.

These meetings provided valuable perspectives on Mozambique's development priorities, the challenges facing key economic sectors and the potential for international expertise, investment and commercial partnerships to contribute to future growth.

The delegation also met Ms Telma Odete Comé, Deputy Director-General of the Investment and Export Promotion Agency (APIEX), gaining practical insights into Mozambique's investment framework, special economic zones, industrial development opportunities and investor requirements.

Infrastructure, Logistics and Regional Development

Transport and logistics formed another important part of the mission.

During CAVAME-d 2026 in Nacala, the delegation met H.E. Chinguane Sebastião Marcos Mabote, Secretary of State for Transport and Logistics, discussing infrastructure priorities, regional connectivity and the possibility of future government and business exchanges with Malaysia.

TAPiO also visited two of Mozambique's important maritime gateways.

At the Port of Maputo, discussions with Mr Osório Lucas, Chief Executive Officer of MPDC, Ms Safura da Conceição, Advisor to the Executive Committee, and their team provided valuable insights into the port's operations, achievements and development plans.

In northern Mozambique, the delegation met Mr Gabriel Cossa, Port Operations Manager at the Port of Nacala, and his team, followed by a tour of the port facilities.

Together, these visits reinforced the importance of infrastructure, logistics and industrial development being considered as interconnected elements of a wider investment strategy.

Business Leadership and Bilateral Connections

The programme also provided opportunities to exchange perspectives with prominent figures in Mozambique's business community and Malaysia's diplomatic representation.

TAPiO met Dr Salimo Amad Abdula, Honorary Consul of Malaysia in Mozambique and Chairman of Intelec Holdings, for discussions on economic transformation, entrepreneurship and potential areas for future cooperation.

The delegation also had the pleasure of meeting H.E. Dato' Yubazlan Haji Yusof, High Commissioner of Malaysia to South Africa, concurrently accredited to Mozambique, exchanging views on bilateral relations and economic developments across the wider Southern African Development Community (SADC) region.

One of the most meaningful encounters during the mission was with General de Exército Alberto Joaquim Chipande, a prominent figure in Mozambique's struggle for independence and the country's first Minister of Defence following independence in 1975.

His historical contribution to Mozambique's nation-building gives particular significance to discussions about the country's future economic development and the opportunities available to the next generation.

Concluding the Mission with GEN's Leadership

The mission concluded with a meeting involving General Chipande, Major-General Professor Dr Daniel Frazão Chale, Chairman of GEN's Board of Directors, and senior representatives of GEN's leadership and member companies.

Participants included Mr Agostinho N'tauali, Chief Executive Officer; Mr Américo Arão Agostinho Ntauali, Chief Financial Officer; Mr Agostinho N'tawale Júnior, Business Development and Commercial Director, alongside other board members and senior advisers.

GEN presented its development priorities, while TAPiO shared initial observations from the mission's meetings and site visits. The exchange provided an opportunity to identify matters requiring further assessment and consider possible directions for future cooperation.

A warm closing dinner with GEN's leadership and team provided a fitting conclusion to an intensive programme and an opportunity to strengthen the relationships established during the visit.

From Dialogue to Practical Opportunities

For TAPiO, the mission reinforced an important principle: attracting meaningful international investment requires more than identifying opportunities. It requires understanding local conditions, credible counterparties, institutional responsibilities, infrastructure requirements and the practical steps needed to prepare commercially viable projects.

The next stage of discussions with GEN will focus on evaluating potential priorities, identifying where further specialist expertise may be required and exploring appropriate pathways for engaging international partners and prospective investors.

TAPiO extends its sincere appreciation to the ministers, government representatives, institutional leaders, business executives and operational teams who contributed their time and perspectives throughout the programme.

Particular thanks go to General Chipande, Major-General Professor Dr Daniel Frazão Chale, GEN's board and management, and the entire GEN team for their exceptional hospitality, coordination and commitment throughout the visit.

The mission has established a foundation for continued dialogue, with a shared interest in developing practical opportunities that can contribute to Mozambique's long-term economic development and stronger commercial connections with Malaysia and the wider ASEAN region.
